Dave is a Senior Director, Quality Control at Centri Business Consulting. He joined Centri in April 2024 and assists clients with tax advisory services.
Prior to his time with Centri, Dave was a member of KPMG’s Washington National Tax practice in their Corporate Group. There, he was responsible for optimizing the tax structure of corporate transactions involving mergers, acquisitions, divisions, and other distributions. His specialized focus was tax structuring, consolidated return regulations, tax attribute carryforwards, and debt workout issues.
Before KPMG, Dave worked in the Office of the Assistant Chief Counsel (Corporate) for the Internal Revenue Service (IRS) in Washington, DC. There, he was a branch chief, responsible for managing a staff of attorneys who worked on Treasury regulations, revenue rulings, private letter rulings, and technical advice requests, and provided general support for the Examination and Appeals functions of the IRS. His niche focus was Subchapter C of the Code (corporate income tax), consolidated return regulations, bankruptcy and its related issues, and other general tax issues. Before becoming a branch chief, he was an attorney advisor in the same office. He was the drafting attorney for several Treasury regulations, including those involving basis following a triangular reorganization, limitations on net operating loss carryovers and other tax attribute carryforwards (Section 382), and significant modifications of debt instruments treated as an exchange.
Dave was a frequent participant speaker before the ABA, AICPA, and Federal Bar. He has published articles in the Journal of Corporate Taxation, Tax Management International Journal, and Corporate Business Taxation Monthly.
Dave received his J.D. from the University of Connecticut School of Law, and received his Masters in Law (Taxation) from Georgetown University Law Center, where he has also served as an Adjunct Professor.
